12. Public Transport (Bus, Light & Heavy Rail)

Rail networks need to be expanded significantly throughout the country, to provide a reliable and low-carbon link between all counties (a move away from the Dublin-centric status quo) for freight and passengers. These networks should be developed using existing motorway and dual-carriageway road beds where possible, include active travel greenways, and result in the reduction in space devoted to motor vehicle transport.

Local transport should then be centred around frequent bus services and active-travel options, again at the expense of road space dedicated to private motor vehicles, and local delivery firms using the rail network to provide long-distance haulage.

15. Freight, Delivery and Servicing

It is critical that rail is used as the backbone for freight movements across Ireland. No other transport method provides the potential for low-emission, low-polluting, safe transport of heavy and bulk goods as rail; and a well-run and pervasive rail network is the most efficient way to distribute goods in a timely way from point to point. Large areas of the country are criminally underserved or entirely devoid of rail. All parts of the country need to be linked in a mesh network rather than the current inefficient hub-and-spoke, Dublin-centric arrangement.

13. Road

The commitment to dropping planned road expansion, and to replacing inefficient roads with bypasses and local active-travel/public realm improvements, is extremely welcome. Drastically reducing direct accesses to the N/M11 stretch from Bray down to Wicklow and their replacement with multi-modal local access would likewise be very welcome.

12. Public Transport (Bus, Light & Heavy Rail)

Extension of DART services to Wicklow town using battery trains needs to happen in the next year, with electricification of the line to Wicklow within 3-4 years. Combined with enhanced local feeder bus services, this will remove a great deal of traffic from the N11/M11 and open the possibility of restoring villages like Kilmacanogue to being pleasant places to live. It will also greatly assist with the development of towns along the route in a way that sacrifices as little land to housing and car-dependent sprawl as possible

12. Public Transport (Bus, Light & Heavy Rail)

Measure BUS15 – Local Link and Demand Responsive Transport - needs to be urgently prioritised, particularly for car-dependent estates built outside towns in the past 30 years. Enniskerry, Kilcoole, Kilmacanogue, Newtown Mt Kennedy, and others all need frequent "shopper"-style bus services to help revitalise the towns by making them places for people to walk, dine, and spend time rather than for parking cars and acting as rat-runs.
