I don't have time to pick apart all the tiny minutae here, so I'll be quick...

Waiting yet another 20 years to get this finished is yet another modern day Irish disaster in the making.  Variations on these lines were initially proposed in the 70s and 50 years later, there's still no train line to the airport or ferry services.  Rail lines are piecemeal at best and there still has been no development of rail lines to Navan and further on out toward Donegal.

Expand and extend the rail lines from Rosslare to Belfast to ensure that fast express trains can overtake slow moving local trains, rather than just having a single track, which is a laughable state of affairs. 

No new bypass roads and motorways need building until the Dart, Metro and Luas extensions are built.  Public transport serves far more people, far more efficiently than cars.

NIMBYs like those in Ranelagh/Rathgar who toast the postponing of the Metrolink need to be stopped and their prehistoric, elitist views binned.  A tiny minority of morons should not be allowed to hold up public transport for the rest of the country on the grounds that they like to drive less than 1km to a local shop.

Build more curb and grass verge segregated bike lanes everywhere.  These allow all ages to get around easily, cheaply and independently without having to rely on parents for lifts to school, work, the shops, etc. or having to fork out thousands on cars in the first place. 

Cycling and walking infrastructure needs to be made safe, easy and pleasant to use for all, not just the hardcore few.  This will take more cars off the roads, making the roads easier to drive for those who need it most.
