7. Strategy Development Process
When developing and publishing plans for the GDA, the NTA should include the % of national transport funding that is aimed at the GDA relative to the rest of Ireland.
Transport plans for Dublin do not win votes and the perception of bias against the rest of Ireland loses the government votes. A clear statement of underfunding of Dublin (if true) could be used to justify a proper transport plan.
From my recollection, a 1975 plan for a train Dublin to the Airport was cancelled due to public pressure, so too with the Underground in the 1990's as well as the numerous delays on Metro North. Clear demonstration that Dublin Transport was recieving low levels of funding would reduce the power of these objections and allow longer term planning.
