Prior strategies would have been great 10/20 years ago but are now so woefully primitive and plans have taken so long that they are now completely out of date! They seem to be only still considered because of vested interests, preferred bidders, previous contract winners pressure, ideological ideas, nostalgia, so much being spent on the proposals, and possibly even buying international support post-Brexit, rather than desirable transport provisions for the whole country with rural and some suburban areas most disadvantaged and underserved.
