Online Public Consultation regarding the development of
a new Statement of Strategy 2026 - 2030 for the National Transport Authority

The National Transport Authority invites written submissions regarding the development of its new Statement of Strategy for the period 2026 to 2030. 

We are excited to announce that the National Transport Authority (NTA) is in the process of developing its new Statement of Strategy for the period 2026 to 2030. This strategy will guide our efforts in enhancing public transport infrastructure and services, over the coming five years and into the future.

Our previous Statement of Strategy (2023 - 2025) underscored our commitment to transforming the sustainable transport landscape in Ireland. Our focus was on making public transport more inclusive and accessible, ensuring that it meets the needs of all users, including the elderly and people with disabilities. We committed to advancing climate action by aiming to reduce emissions and promote sustainable transportation methods. Our goal was to strategically align transport services with land use planning to help enable cohesive regional development. Significant enhancements were made to sustainable transport infrastructure through a large programme of capital investment. Finally, we aimed to foster a culture of high standards within the Authority and maintain strong engagement with all stakeholders, including the public, transport operators and government.

Within this period, the NTA has made significant strides in achieving the strategic goals we set out to accomplish. We have successfully implemented initiatives that have improved public transport accessibility, reduced carbon emissions per kilometre of service operated, and enhanced the overall travel experience for commuters. Our commitment to active travel, innovation and sustainability continues to transform Ireland’s transport sector, and we are happy with the progress we have made in collaboration with our stakeholders.

As we look into the future, the evolving needs of the public means that it is necessary to continuously realign our strategic priorities with the needs of our communities and stakeholders. Therefore, it is important that we obtain your insights and opinions regarding the areas the NTA should prioritise over the next five years. We invite you to share your thoughts on what the new strategy should focus on and your expectations for the public transport sector. Your feedback is important as it will directly inform the development of the new Statement of Strategy which will come before the Board of the Authority for adoption later this year.

Submission Guidelines

To assist with the submissions, an initial working draft of the NTA’s proposed Mission, Goals and Strategic Objectives are set out in Appendix 1.  Feedback and suggested amendments are very much welcomed.

Additionally, a small number of survey questions are set out below and your views are appreciated, including your views as to how the Authority is performing in relation to the delivery of its key functions.
