Thank you for choosing to participate in this Public Consultations on Fixed Payment Notices. Your responses will assist in informing the NTA Board's decision on the proposed Small Public Service Vehicle Regulation amendments.
Proposal
The National Transport Authority (NTA) is inviting feedback on proposed amendments to the Small Public Service Vehicle Regulations, specifically relating to the Fixed Payment Notice form.
The proposed changes aim to improve alignment with digital strategy, in line with Connecting Government 2030: A Digital and ICT Strategy for Ireland’s Public Service. These changes support digitalisation, moving from paper/manual processes to ICT-enabled digital services, and better for the environment. The paper-based option will remain available.
Summary of Proposed Changes
- Remove requirement for physical signature: Instead, require the Authorised Person’s name and/or identity number as an identifier. This can be written on the physical notice or applied to a digital version.
- Remove reference to the demerit system: The demerit system is not currently operational.
- Re-order and simplify the form layout: To make completion more straightforward.

Following completion of the consultation and assessment of the responses, the public consultation report, including submissions, will be published on NTA’s website.
